The campaign video circulated by propagandists is fake. The real program of the Action and Solidarity party does not feature these plans.
Russian sources write that the Action and Solidarity party of Moldovan President Maia Sandu is allegedly promising the country a «dark future». In the campaign video circulated by propagandists, the party promises voters not only joining the EU by 2028 and repairing over three thousand kilometers of highways, but also an increase in income tax (from 12 to 20%), the retirement age (from 61 to 65 for women and from 65 to 70 for men), and the length of military service (from 12 to 24 months). In addition, Action and Solidarity is allegedly planning to conscript not only men, but also women.

However, this video is a fake, and most of the points of the election program mentioned in the video are made up by propagandists. Although the propagandists used the party’s corporate identity to give their fake credibility, the video mentions a fake website of the Action and Solidarity party: the source is not located at pas2025.eu, but at pas2025.md — that is, on the Moldovan domain. The website mentioned in the promotional video does not exist at all.
On the real website of the party, you can read the election program that Action and Solidarity prepared for the parliamentary elections, which will be held on September 28. Among the five key points that the party guarantees to voters for the next 5 years, the agreement on EU accession and the repair of road infrastructure are indeed included. But other promises — to double the incomes of the working population, to increase the demand for Moldovan goods and services abroad, to create a program to promote national culture and traditions — are radically different from those mentioned by the propagandists. In the expanded program, which is also available on the Action and Solidarity website, we also find no mentions of raising taxes and the retirement age, or about drafting women to the army.
In the upcoming parliamentary elections in Moldova, the main struggle is unfolding between the ruling pro-European party PAS (Action and Solidarity), which advocates for integration into the EU and is supported by about a third of voters, and the opposition pro-Russian forces — primarily the Party of Socialists of the Republic of Moldova (PSRM) and its close ally Șor, which oppose European integration and call for closer ties with Moscow. It is these parties that the Kremlin is trying to strengthen, investing significant resources in their campaigns.
Back on July 30, Maia Sandu stated that Russia was preparing an unprecedented intervention in the parliamentary elections, in particular, investing money in supporting pro-Russian candidates and bribing Moldovan voters both in Russia and in EU countries. Bloomberg also discovered the Kremlin’s strategy to disrupt the country’s pro-European course, conceived back in the spring; among the points were organizing destabilizing protests, using compromising material to put pressure on government officials, and launching a large-scale disinformation campaign on social networks Telegram, TikTok, and Facebook in Russian and Romanian languages. It was within the framework of this campaign that propagandists produced and shared a fake election video.
