There is no evidence that such ads were posted in Lisbon.
Pro-Russian sources are spreading a photo of an ad that the Portuguese migration service allegedly posted in the capital city. It says: «If you are worried about loud refugees from Ukraine, call the Portuguese Migration Service» and the phone number of a special hotline. «Everyone is already fed up with them», the propagandists sarcastically note.

However, this is another Russian fake. First, when you zoom in on the image, you can see that this ad is an ordinary A4 sheet of paper with printed text that anyone could put there. Secondly, we managed to establish the location in the photo: it is the Church of St. Paul, built in 1768. It is hard to believe that the migration service would clutter the facade of a historical building with trivial warnings. Especially considering that the church is located in Cais do Sodré, a lively area with a lot of bars and entertainment. It is logical to assume that in such a location noise is the norm, and that its main cause is not Ukrainian refugees, but tourists from all over the world. Thirdly, on the website of the Portuguese migration service we were unable to find anything about such an initiative and any hotline. Which is not surprising — after all, with complaints about noisy neighbors, it makes more sense to call the police, not the migration service; unlike migration officers, the police work around the clock, have the authority to arrive on call and calm down troublemakers.
Using the Osavul platform, we were able to establish that the first to publish the fake news was the Telegram channel of Ruslan Reutov, a Russian blogger who actively supports the invasion of Ukraine. Previously, this source had already spread other disinformation narratives, which we refuted in our stories: for example, Reutov wrote that the strike in Kryvyi Rih by Russian troops hit a restaurant with NATO military personnel. In fact, a number of civilian objects were damaged at that time.
